Digital time tracking for 130 employees

Local Government: Unified Municipality of Tangerhütte

The demands placed on modern local governments are constantly growing—both organizationally and technologically. The unified municipality of Tangerhütte also faced the challenge of replacing an outdated legacy system while simultaneously integrating new employee groups into a future-proof digital time-tracking system.
In collaboration with the company Datafox , a comprehensive concept was developed that reliably meets both technical and organizational requirements—in a cost-effective, flexible, and long-term scalable manner.

Starting Point: A System Change with a Long-Term Vision

The previous time-tracking system no longer met the current requirements of a modern municipal administration. Along with the replacement of the system, digital tracking was to be significantly expanded.
The goal was to integrate all relevant employee groups into a unified solution—a total of approximately 130 employees in:

  • the administration
  • two swimming pools
  • three municipal depots
  • ten daycare centers
  • the cleaning staff
  • as well as the school office

Particularly complex: the various work schedule models.

In addition to regular office hours, on-call schedules and shift schedules also had to be presented in a reliable and transparent manner.

Clear Requirements – Structured Implementation

The project focused on the following key requirements:

  • Implementation of a digital time-tracking system for all locations
  • Mapping of On-Call Duties and Shift Schedules
  • Integration with the VOCUS Lohn payroll program
  • Automated Retrieval of Electronic Notifications of Incapacity to Work (eAU) from the ITSG

In particular, integration into existing payroll processes and the digital implementation of the eAU were key factors in improving efficiency in human resources management.

Hardware Used: DATAFOX EVO 3.5 Pure Mifare

At the heart of the on-site data collection system are 10 DATAFOX EVO 3.5 Pure Mifare terminals with PoE.

As a time-recording terminal, the EVO 3.5 Pure offers all the same functionality as larger models in the area of employee time tracking, but its price is perfectly tailored to the budgetary requirements of local governments.

PoE power delivery enables a particularly simple and cost-effective installation using existing network infrastructure—a key advantage when equipping multiple locations, some of which are geographically separated.

Datafox terminals ensure:

  • Reliable real-time bookings
  • intuitive usability
  • Rugged technology for a wide variety of applications
  • Centralized management of all devices
  • tamper-proof operation
Logo of the Unified Municipality of Tangerhütte

"Their willingness to address our specific needs and help us develop solutions was very helpful."

The result: transparency, efficiency, and future-proofing

With the introduction of the new solution, the unified municipality of Tangerhütte now has a modern, future-proof time-and-attendance system that integrates all employee groups and locations.

The Benefits at a Glance:

“Although the path to this point was marked by many unexpected hurdles and some issues still need to be finalized, we are satisfied with the commitment and solution-oriented approach of the ZMI team,” says the unified municipality, reflecting on the project. “We view ZMI as a partner that strives to find appropriate solutions even in complex situations and works with us to optimize them.”

Furthermore, it has become clear that every municipality has its own specific requirements, and a system can only be used optimally if adjustments are made on a case-by-case basis.

The project impressively demonstrates how local governments can sustainably optimize their administrative processes through the targeted use of modern technology—in a structured, cost-effective, and practical manner.

The unified municipality of Tangerhütte is thus sending a clear signal in support of digital advancement and efficient human resources processes in the public sector.
